13398 Pennsylvania Street Thornton, CO 80241 303-451-1128 Charlie started his career as a Personnel Management Intern with the Office of Personnel Management and progressed to Personnel Management Specialist positions with the Department of Commerce, Department of Energy, U. S. Air Force Academy, Environmental Protection Agency, and the Department of the Interior. His areas of specialization included recruitment, staffing and classification. Charlie's favorite areas of interest were the Special Employment Programs including Student Employment, Cooperative Education Internships, Veterans Employment and Employment of Persons with Disabilities. Charlie promoted Federal employment by making numerous presentations to many diverse groups including colleges, high schools, minority and women community organizations, veterans organizations, and disability employment organizations. He received numerous awards for his enthusiastic and proactive work in these areas. Charlie left the Federal service for a three year period to serve as Manager, Intern Development, Inroads, Inc., Denver, Colorado. Inroads, Inc. is a minority internship program that recruits talented and high academic achieving students graduating from high school for placement in management development positions in private sector businesses and corporations. The last 10 years of Charlie's Federal career was with the Bureau of Reclamation where he served as Equal Employment Manager in the Office of Diversity and Human Resources. His responsibilities included the areas Affirmative Employment Recruitment, EEO Complaints and Special Emphasis Programs. After a five year decline in formal recruitment due to Interior downsizing, Charlie lead the development by the Denver Personnel Office, Bureau of Reclamation, in revitalizing its diversity recruitment program by updating recruitment materials, career fair and college recruitment exhibits and on-line recruitment data bases. This was followed by re-establishing outreach recruitment to colleges and universities, professional engineering and science organizations, and student internships with organizations such as the Hispanic Association of Colleges and Universities, Historically Black Colleges and Universities, and Native American Colleges and Universities. During his career Charlie developed a reputation for his Human Resources knowledge, dedication, enthusiasm, and empathy. Prior to leaving the Bureau of Reclamation Charlie returned to the field of education as a part-time teacher of English as a Second Language (ESL) at the community college level. The third phase of Charlie' career change now consists of "The Three T's", i.e., Teaching, Training, and Traveling. Academic credentials earned by Charlie include:
