Michelle T. Rummage is the owner of Miteru Consulting Services.
Miteru Consulting is a woman owned small business which provides
consulting services to federal agencies in the fields of Human
Resources Management (HRM) and Equal Employment Opportunity
(EEO).
Ms. Rummage has over 16 years combined federal employment and
independent consultant experience in the fields of Federal Human
Resources (HR) and Equal Employment Opportunity (EEO). She has
worked in all areas of HRM, primarily as a HR Specialist with
the Department(s) of Defense and Justice. As a former Personnel
and HR Management Specialist, she has an in-depth knowledge
of federal personnel laws, regulations, policies, and procedures.
She also has direct experience in personnel staffing; pay and
compensation; recruitment and placement; employee and labor
relations; employee benefits; technical services and workers
compensation.
During her federal career, Ms. Rummage served as a Injury
Compensation Program Manager, FECA Administrator, Claims Processor,
Case Manager, and Retirement Specialist. She is fully qualified
and proficient in making return to work determinations and
performing extensive workers’ compensation case management.
Ms. Rummage’s HR background provides a unique insight
into retirement as well as employee relations issues related
to injury compensation.
Ms. Rummage is also a certified and trained EEO professional.
She served as a Special Emphasis Program Manager (SEPM) for
a defense agency and participated in diversity recruitment
programs. She attended industry conferences and coordinated
a teacher recruitment career fair designed to increase workforce
diversity within the Department of Defense Dependents Schools.
Ms. Rummage is currently an independent contractor providing
EEO Counseling for a number of federal agencies. In this capacity
she conducts informal counseling, which consists of pre-complaint
processing, fact-finding inquiries, resolution attempts, and
report writing. Ms Rummage is a trained and experienced EEO
Investigator and is also certified as a Federal Workplace
Mediator through the George Mason University, Northern Virginia
Mediation Service.
Ms. Rummage has developed and presented a number of training
sessions and seminars for federal agencies throughout the
United States. She utilizes her broad knowledge in the field
of HR to conduct on-site sessions for managers, supervisors,
and employees on various aspects of workers’ compensation
and retirement benefits. She has demonstrated ability as a
Personnel Staffing Specialist, Employee and Labor Relations
Specialist, Personnel Management Specialist, Retirement Program
Manager, Benefits Officer, FEHB Program Manager and Injury
Compensation Program Manager. Ms. Rummage has traveled extensively
nationwide and abroad and is considered an expert in her field.

- Organized Teacher Recruitment Career Fair which targeted
educators for “hard to fill” teaching positions.
- Conducted major study to determine feasibility of centralizing
agency injury compensation program and presented the conclusions
to management. Recommendations ultimately led to the establishment
of an Injury Compensation Center.
